Electric Vehicle Charging Infrastructure Development Guidelines

January 27, 2022

With the continuous improvement of Chinese economic and social development level, the number of car ownership continues to rise. Vigorously developing electric vehicles can speed up fuel substitution and reduce vehicle exhaust emissions, which is of great significance to ensuring energy security, promoting energy conservation and emission reduction, preventing and controlling air pollution, and promoting my country from a big automobile country to a powerful automobile country.

The charging infrastructure mainly includes various centralized charging and swapping stations and decentralized charging piles. A complete charging infrastructure system is an important guarantee for the popularization of electric vehicles. Further vigorously promoting the construction of charging infrastructure is an urgent task to accelerate the popularization and application of electric vehicles, and an important strategic measure to promote the energy consumption revolution.

According to my country's automobile growth trends in the fields of public transport, rental, sanitation and logistics, and public and private passenger vehicles, combined with the relevant national policy requirements and planning goals for the promotion and application of new energy vehicles, it is estimated that by 2021, the number of electric vehicles in the country will be There will be more than 5 million vehicles, including more than 200,000 electric buses, more than 300,000 electric taxis, more than 200,000 electric sanitation, logistics and other special-purpose vehicles, and more than 4.3 million electric business and private passenger vehicles.

Development Goals

According to the demand forecast results, the charging infrastructure construction goals are clarified in accordance with the principle of moderate advance. By 2021, there will be more than 12,000 new centralized charging and swapping stations and more than 4.8 million distributed charging piles to meet the charging needs of 5 million electric vehicles nationwide.

Prioritize the construction of charging infrastructure for public services such as public transport, taxis, sanitation and logistics, and add more than 3,850 charging stations for buses, 2,500 charging stations for taxis, and 2,450 charging stations for special vehicles such as sanitation and logistics.

Actively promote the construction of charging piles for business and private passenger car users in combination with residential areas and unit parking spaces, and add more than 4.3 million user-specific charging piles to meet basic charging needs. Encourage qualified facilities to be open to the public.

Reasonable layout of public charging infrastructure in social parking lots, in accordance with the principle of moderate advance, add more than 2,400 urban public charging stations and 500,000 decentralized public charging piles to meet temporary power supply needs.

Combined with the backbone expressway network, build a "four vertical and four horizontal" intercity fast charging network, and add more than 800 intercity fast charging stations to meet the needs of intercity travel.

Sub-regional construction goals

1. Accelerate the development of the region

By 2020, there will be more than 7,400 new centralized charging and swapping stations and more than 2.5 million distributed charging piles to meet the charging needs of more than 2.66 million electric vehicles.

In cities where new energy vehicles are popularized and applied, the ratio of public charging piles to electric vehicles should not be less than 1:7, and the public charging service radius in the urban core area should be less than 0.9 kilometers; in other cities, the ratio of public charging piles to electric vehicles should reach 1:12, and the urban core area should have a ratio of 1:12. The radius of public charging service in the district strives to be less than 2 kilometers.

Take the lead in building the inter-city fast charging network in the three key areas of Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta for smog prevention and control, and realize interconnection between major cities.

2. Demonstration and promotion areas

By 2021, there will be more than 4,300 new centralized charging and swapping stations and more than 2.2 million distributed charging piles to meet the charging needs of more than 2.23 million electric vehicles.

In cities where new energy vehicles are popularized and applied, the ratio of public charging piles to electric vehicles should not be less than 1:8, and the public charging service radius in urban core areas should be less than 1 km; The radius of public charging service in the district shall be less than 2.5 kilometers.

Strengthen and accelerate the interconnection of developing regions, and gradually promote the construction of a nationwide intercity fast charging network based on the expressway network.

3. Actively promote the region

By 2021, there will be more than 400 new centralized charging and swapping stations and more than 100,000 distributed charging piles to meet the charging needs of more than 110,000 electric vehicles. The ratio of public charging piles to electric vehicles in major cities such as provincial capitals is not less than 1:12, and the radius of public charging services in urban core areas is less than 2 kilometers. Carry out the construction of intercity fast charging network as needed.
